Houston, TX.
In a powerful initiative aimed at cultivating civic responsibility among young minds, a group of local public service leaders held an engaging session with interns working under Texas State Representative Dr. Suleman Lalani. The event was organized by Muhammad Imran Tahir, who brought together voices from the Municipal Utility District (MUD) landscape to share firsthand knowledge and insight into local governance.
The session featured Jazar Wasim, Vice President and Director of MUD 25, and Sohail Arshad, Vice President and Director of Harvest Green MUD 134D, both of whom delivered a comprehensive talk on the structure and significance of MUDs in Texas.
They explained what a MUD is, how it generates revenue through taxes and utility fees, and what critical services it provides — including water and sewage systems, drainage, infrastructure maintenance, and community development. They also highlighted how MUDs work in partnership with government entities like the Commissioner’s Office, Constable’s Office, and the Fire Department to support local safety and operations.
Equipping youth with knowledge for future leadership, the speakers outlined how to join a MUD board, detailed the eligibility requirements, and discussed the level of commitment and impact that comes with serving.
“Small initiatives like this have the power to create lifelong civic leaders,” said Wasim. “When youth understand how local systems work and that they can be a part of it, that’s when real change begins, Sohail Arshad explained”.
Both Wasim and Arshad extended their gratitude to Rep. Dr. Suleman Lalani for offering a platform that prioritizes youth development and encourages civic curiosity.
As the interns listened, asked questions, and engaged deeply with the speakers, one thing became clear awareness is the first step to leadership. With continued efforts like this, a more informed and empowered generation of public servants is well on the horizon.
